I have the honour to inform you that with
a view to abating overcrowding in Victoria Gaol,the total
capacity of which is 570 prisoners,I have authorised the
adoption of the system in vogue in Ceylon and India of accommo-
dating in the corridors at night well conducted prisoners
employed on menial services in the Gaol.
Twenty-eight more prisoners can thus be
accommodated in one of the Wards and if the necessity arises
25 more can be similarly provided for in other portions of
the Gaol.
2.
The extra Staff required for this purpose
is three guards and on the recommendation of the Superintendent
of Victoria Gaol I have approved the temporary appointment of
three 2nd. class guards at a salary of $14 a month each to
be paid out of lapsing salaries on the Gaol Staff amounting
at present to $50 monthly.
I have to ask your sanction for the
expenditure involved.
